Quality Migrant Admission Scheme

The “Hong Kong Talents” is a quota-free* talent scheme launched by the Government of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China (PRC) on June 28, 2006, with the aim of attracting highly-skilled or talented persons to settle in the HKSAR of the PRC for employment and to enhance the competitiveness of the HKSAR. Applicants are not required to secure employment with local employers before settling in Hong Kong.

Application Requirements


▪ Applicants must be aged 18 or above;
▪ Possess good academic qualifications and financial capability;
▪ Satisfy the points requirement of one of the two points-based systems;
▪ Good command of written and spoken Chinese or English;
▪ Spouse and unmarried children under the age of 18 may accompany the applicant.

Top Talent Pass Scheme

The objective of the scheme is to attract to Hong Kong top talents from around the world who possess rich working experience or high academic qualifications. These top talents include high-income earners and graduates of the world’s top universities. Applicants for the Hong Kong Highly Talented Persons Scheme need not have secured employment in Hong Kong at the time of application, and need not be assessed as having met the requirements of one of the categories A, B or C before submitting their applications.

 

Category A: Annual income of HK$2.5 million or above in the year prior to the date of application.

Category B: Bachelor’s degree from a top 100 global university and at least three years of work experience in the five years prior to application.

Category C: Bachelor’s degree from a top 100 global university with less than three years of work experience within five years prior to application, quota of 10,000 per year, first-come-first-served basis No criminal record

 

*Not applicable to nationals of Afghanistan, Cuba, Laos, North Korea, Nepal and Vietnam.
